Development Code Review and Short-Term Rental Regulations
The Development staff will be reviewing the City’s development code to determine if any updates or modifications are needed to better serve both the development community and our residents. As part of this process, short-term rental properties, such as Airbnb units, will be required to comply with regulations similar to those governing hotels and motels. This includes meeting occupancy requirements and ensuring the collection and remittance of hotel/motel taxes.
In the near future, we will be seeking input regarding potential development code changes.

As you know, we have submitted a recommendation for American Airlines under the Essential Air Service program. Although we have not yet received a response from the Department of Transportation, we expect to hear a decision soon. In my experience, lengthy delays in this process often indicate that our recommendation may not be accepted. While this is not definitive, we remain optimistic about the outcome.

SportsBook Coming Soon
Century Casino has partnered with BetMGM to launch both online sports betting and a retail sportsbook location, set to open on December 1. The retail sportsbook will be situated in an expanded area of the casino gaming floor, specifically in the lobby near the former buffet entrance, which will benefit the city through admission taxes. The retail sportsbook will be branded as “BetMGM Sportsbook at Century Casino.” This will be the only legal retail sportsbook in southeast Missouri. However, the launch is pending regulatory approval from the Missouri Gaming Commission and any necessary approvals from the city for the project.
Old Sears Building
We are receiving significant interest regarding the old Sears building. The developer involved is reputable and has an impressive track record of successful projects. Large-scale developments like this take time to mature, but we remain optimistic. Retail development is crucial for our city, and the transformation of an old building or vacant lot is a positive sign. The retail market is one of our strengths, and we are fortunate to have an excellent group of developers who continue to invest and take risks to ensure our economy thrives. Their efforts contribute to amenities that enhance our citizens' overall quality of life. I don't think they receive enough recognition for the value they provide to the community through their ongoing investments.
Housing and neighborhood revitalization are emerging markets that have not significantly impacted cities financially in the past. However, the rise of internet sales has changed this situation.
Shop Local, Support Local Business
The internet sales has put tremendous pressure on our small businesses, which are widely recognized as the backbone of our local economy. Therefore, it is crucial to support and protect these local small businesses, as they form the foundation upon which our city was built.
