The Board proposes written policies for use of the Southeast Missouri State University River Campus facility. The policies go into effect when approved by both the University and the City. The Board reviews those policies annually and may submit proposed policy amendments to the University and the City for approval. The Board also supervises the use of the River Campus facility. 
The Board consists of six members, three of which are selected by the City Council and three by the University Board of Regents. At least one of the City's appointees shall be from the hotel/motel industry. All members serve three year terms.
